Amends Minnesota Statutes section 120B.11, subdivision 2, to require school boards to include a grade promotion or retention policy in their comprehensive, long-term strategic plans.

The grade promotion or retention policy must support each student's progress and growth toward career and college readiness.

Adds the new requirement as item (3) in the list of mandatory components for school district strategic plans adopted at public meetings.

Renumbers existing strategic plan requirements accordingly, with items (3) through (6) becoming items (4) through (7).

Effective date is July 1, 2015, applying to all strategic plans adopted after that date.
