Amends Minnesota data practices law to authorize sharing of welfare system data between the Department of Human Services, Department of Employment and Economic Development, and Department of Education for monitoring eligibility, administering programs, and evaluating public assistance employment services.

Adds new provision allowing disclosure of private welfare data to health care providers governed by sections 144.291 to 144.298 to the extent necessary to coordinate services, with health records disclosed only as provided under section 144.293.

Expands mental health data sharing by allowing disclosure to welfare system personnel and health care providers working with the same individual or family to coordinate services, subject to health record protections under section 144.293.

Authorizes disclosure of mental health data to law enforcement agencies during emergency interactions when necessary to protect health or safety, limited to minimum necessary information and prohibiting use for other purposes.

Permits non-expiring patient consent for release of health records to welfare system programs for service coordination purposes, in addition to existing consent provisions for treatment providers and insurers.
