Requires the Bureau of Criminal Apprehension's forensic science division director, publicly funded forensic laboratory executive directors, sheriffs, and police chiefs to submit written reports by August 1, 2015 identifying the number of untested rape kits in their possession.

Defines "untested rape kit" as a kit used to collect evidence that either has not been submitted for DNA analysis but has victim consent, or has been submitted but analysis is not yet completed.

Each untested rape kit must be identified in reports by collection date and reasons why it was not tested; applies only to kits collected before July 1, 2015.

Requires the superintendent to submit a consolidated report to legislative leaders and the Attorney General by December 1, 2015 that identifies all untested rape kits by agency and date, and includes a detailed plan to resolve any backlog.

Effective immediately upon final enactment.
