School boards and hiring authorities must request unsealing of expunged records when revealed in background checks of prospective employees and must consider the content prior to hiring.

School hiring authorities must require teacher applicants to disclose all current and previous disciplinary actions in Minnesota and other states, and the existence of any expunged criminal conviction records.

Amendments to expungement law establish that expunged records of convictions shall be opened for background checks of prospective school employees and teaching license applicants without requiring a court order.

Effective date is the day following final enactment for teacher employment applications.
