Authorizes school district transportation safety directors to designate school bus flaggers who may stop and hold vehicles on streets or highways with speed limits of 35 mph or less until safe for vehicles to proceed.

Requires drivers stopped by a school bus flagger to remain stopped until receiving instructions to proceed from the flagger or a police officer.

Exempts school bus flaggers from controlling traffic in school zones where the adjacent street or highway speed limit exceeds 35 mph.

Prohibits school bus and Head Start bus drivers from being fined for seat belt violations by passengers under age 15, while other bus drivers remain subject to $25 fines per underage passenger violation.

Both provisions effective the day following final enactment and apply to violations committed on or after that date.
