Urges the President and Congress to overhaul the Elementary and Secondary Education Act (No Child Left Behind Act) and reduce standardized testing mandates by adopting grade-span testing.

Proposes grade-span testing model that tests each student once in elementary school, once in middle school, and once in high school in each subject to give educators more instructional time.

Identifies negative effects of overreliance on high-stakes testing including narrowed curriculum, teaching to the test, reduced student engagement, teacher attrition, and disproportionate impact on low-income students, English language learners, students of color, and students with disabilities.

Directs Minnesota's Secretary of State to transmit copies of this resolution to federal executive and legislative leaders, including the President, congressional leadership, and relevant education committee chairs.
