Amends Minnesota Statutes section 272.162 regarding restrictions on transferring partial parcels of land in municipalities or counties with subdivision regulations.

Extends the certification timeline for municipalities or counties from 24 hours to 72 hours to certify that transfer conditions are met before restrictions apply.

Allows land divisions to proceed if municipalities or counties fail to certify within 72 hours that subdivision regulations apply or that hardship waiver conditions are met.

Applies only to municipalities or counties that affirmatively choose to be governed by these provisions by filing a certified resolution with the county auditor and recorder.

Becomes effective the day following final enactment.
