Creates new statute section 580.033 establishing where mortgage foreclosure sale notices can be published: in a qualified newspaper with its office of issue in the county where the mortgaged premises are located, or in an adjoining county if the publisher certifies substantial circulation in the property's county.

Requires the affidavit of publication to state the newspaper's office location and certify compliance with publication location requirements.

Amends section 582.25 to add new subsection (24) making mortgage foreclosure sales valid even if publication does not comply with section 580.033 requirements.

Effective July 1, 2015, and applies to foreclosures where the notice of pendency is recorded on or after that date.
