Changes Minnesota law to allow school districts to begin the school year before Labor Day, removing the previous blanket prohibition on pre-Labor Day school starts.

Prohibits districts from holding school days on the Thursday and Friday immediately preceding Labor Day.

Allows districts to begin school before Labor Day if accommodating a construction or remodeling project costing $400,000 or more affecting a school facility.

Permits districts with cooperative agreements under sections 123A.30, 123A.32, or 123A.35 to begin school before Labor Day if a partner district qualifies for the construction exception.

Allows districts to begin school before Labor Day if they agree to the same schedule with a school district in an adjoining state; effective for the 2015-2016 school year and later.
