Allows underlying fee owners to apply to district court for discharge of easements or portions of easements acquired by condemnation when not being used for their original purposes, upon terms deemed just and equitable.

Exempts easements acquired by public service corporations for high-voltage transmission lines of 100 kilovolts or more (including ancillary substations) from the discharge provision.

Exempts easements acquired by public service corporations for natural gas, petroleum, or petroleum products pipelines (including ancillary compressor or pumping stations) from the discharge provision.

Defines "pipeline" to exclude natural gas distribution lines that transport gas directly to end users.
