Amends Minnesota Statutes section 117.225 to allow fee owners to apply to district court for discharge of easement portions acquired for trunk highway purposes if not being used for those purposes and at least 40 years have elapsed since acquisition.

Maintains existing prohibition preventing discharge of easements acquired by public service corporations for high-voltage transmission lines of 100 kilovolts or more with ancillary substations.

Maintains existing prohibition preventing discharge of easements acquired by public service corporations for natural gas, petroleum, or petroleum products pipelines with ancillary compressor or pumping stations, excluding natural gas distribution lines serving end users.

Requires due notice to all interested parties before district court may issue discharge order on just and equitable terms.
