Expands Schedule I controlled substances to include numerous synthetic opioids (acetyl fentanyl and analogs), designer drugs (NBOMe compounds, 2C variants), and additional synthetic cannabinoids with detailed structural descriptions

Adds new substances to Schedule II including tapentadol and 4-Anilino-N-phenethyl-4-piperidine (ANPP), and to Schedule III including perampanel, with modifications to opiate listings and exclusions

Modifies Schedule IV by adding alfaxalone, fospropofol, and suvorexant to depressants section, and reorganizing existing drug listings with technical corrections

Adds pyrovalerone to Schedule V stimulants and ezogabine to Schedule V depressants, with clarifications to methamphetamine precursor drug regulations

Makes technical amendments and renumbering corrections throughout all schedules to reflect the new additions and maintain statutory organization
