Mandates grade 8 reading and mathematics assessments aligned with state standards, administered annually with multiple choice questions, and high school assessments in subjects other than writing with multiple choice components.

Provides exemptions from assessment requirements for English learners in their first and second consecutive school years in Minnesota if they meet specified criteria including entering school after grade 2 and functioning two years below grade level.

Requires the commissioner to contract for a series of assessments including grade 8 and 10 mathematics, reading, and writing tests predictive of college and career readiness, with all grade 11 students taking a nationally normed college entrance exam.

Establishes that students are not required to achieve specified scores on assessments to graduate from high school, and requires schools to record progress toward career and college readiness on transcripts beginning with grade 8 students in the 2012-2013 school year.
