Districts using unlicensed school personnel to perform licensed school counselor duties must notify students and parents that services are not provided by licensed school counselors under Minnesota Rules, part 8710.6400

Candidates for school counseling licensure may provide counseling services as part of approved preparation programs when supervised by licensed school counselors

School counselors cannot be placed in positions that impair their ability to perform duties within the scope of practice for school counselors

School personnel assigned disciplinary, administrative, or other functions equivalent to licensed principals or administrators must be identified in staffing reports as administrative positions regardless of their actual licensure
