Requires health carriers to allow policyholders or applicants to select or change their agent of record within 30 days of receiving the agent of record agreement, effective at the next premium cycle.

Mandates health carriers pay standard commissions and service fees to the policyholder's agent of record if producer commissions were included in the approved premium rate filed with the commissioner.

Prohibits health carriers from offering, renewing, or failing to renew qualified health plans based solely on commission-paying status.

Permits MNsure policyholders to retroactively appoint a navigator or insurance producer up to six months after plan effective date and requires retroactive commission payment if the producer was certified and appointed at time of original enrollment.
