Prohibits any person from making telephone calls to Minnesota numbers that violate the Federal Trade Commission's Do Not Call Rule (16 CFR 310.4(b)(1)(iii)) or the Federal Communications Commission's Do Not Call Rule (47 CFR 64.1200(c)(2) and (d))

Creates new Minnesota Statute section 325E.3162 establishing violations of federal Do Not Call Rules as violations of state law

Subjects violators to penalties and remedies under Minnesota Statute section 8.31, including private right of action for consumers
