Requires Minnesota State Colleges and Universities and requests University of Minnesota to adopt written policies on sexual harassment and sexual violence that inform victims of crime victims bill of rights and apply to students and employees at institution-owned or leased property and sponsored activities.

Mandates policies include victim protections such as assistance with law enforcement notification, fair health care and counseling services, privacy protections, investigation procedures, legal representation at hearings, and prevention of retaliation against sexual assault victims.

Requires institutions to establish online reporting systems for sexual harassment and sexual violence complaints that permit anonymous reports, with data classified as private data on individuals.

Mandates annual reporting to Office of Higher Education on sexual assault statistics including number of incidents reported, investigated, disciplined, referred to law enforcement, and outcomes of disciplinary proceedings, with statewide and institutional data published online by October 1 each year.

Requires memoranda of understanding between campuses and local law enforcement by January 1, 2017, detailing investigative responsibilities, communication protocols, and evidence preservation procedures; requires comprehensive training for campus security officers, administrators, and students on sexual assault prevention and response.
