Adds license forfeiture for conviction of failing to report a taking under section 97B.930, paragraph (a), to the list of violations triggering annual license voidance.

Reduces maximum jaw opening for body-gripping traps on public lands and waters from 6-1/2 to 5-1/2 inches and modifies enclosure specifications and trigger recession requirements.

Requires written permission from the property owner, occupant, or lessee to set or place traps or snares on private property, including when accessing private property from state waters.

Mandates notification to a conservation officer or Fish and Wildlife Division employee within 24 hours when a dog or collared animal is taken in a trap or snare, with violation constituting a misdemeanor.

Requires the commissioner to report annually to the legislature by March 1 on all dog and collared animal takings reported under the new notification requirement.

Imposes mandatory loss of annual trapping license and minimum five-year prohibition on obtaining a trapping license for persons convicted of setting an illegal body grip trap or snare that kills a dog or collared animal.
