Modifies weight thresholds for controlled substance crimes, increasing thresholds for cocaine, heroin, and methamphetamine while decreasing thresholds for marijuana and adding aggravating factor requirements for certain offenses.

Eliminates mandatory minimum sentences for fifth-degree controlled substance crimes and allows prosecutors to request judges waive mandatory minimums for certain offenses when substantial and compelling reasons exist.

Creates "aggravating factors" definition including firearm possession, prior crimes of violence, gang involvement, multi-county activity, and selling to minors; establishes new "aggravated" crime categories in first and second degrees with mandatory minimum sentences.

Modifies definition of "subsequent controlled substance conviction" to require ten-year lookback period and creates community justice reinvestment account for treatment, education, and reentry programs.

Effective August 1, 2015; applies to crimes committed on or after that date.
