Board of Teaching must create and issue a specialized license, endorsement, or credential for project-based learning instructors designed to foster employer participation in cooperative career and technical education programs and improve student educational and career outcomes.

Board of Teaching must adopt standards for the specialized credential in consultation with career and technical education program providers, teacher preparation program providers, and other interested education and work-related stakeholders.

Candidates for the specialized credential must have sufficient direct practical experience in an occupation that is part of a career and technical education program or other project-based learning.

Board of Teaching must develop and submit a proposal by February 1, 2017, to the education committees of the legislature for a research-based teacher preparation curriculum focused on knowledge and skills needed to effectively provide and facilitate project-based learning.

Teacher preparation proposal must include recruitment of qualified individuals, culturally responsive preparation with project-based learning assessments, P-20 wrap-around services and support, and multiple instruments to measure student learning, teacher performance, and program efficacy.
