Requires courts to include written notice in custody orders listing seven specific parental rights including access to school/medical/dental records, information about health insurance, school attendance details, school progress updates, notification of accidents or serious illness, notification if child is crime victim, and reasonable access and telephone or electronic contact with children.

Courts may waive any listed parental rights only if findings are made that waiver is necessary to protect the welfare of a party or child.

Establishes that failure to notify a party of these rights does not form a basis for modification of custody orders unless other grounds supporting modification are alleged.

Modifies interest rate calculations for family court action judgments and awards to use simple interest based on one-year United States Treasury bill yields, rounded to nearest one percent or four percent whichever is greater, set annually by December 20th by the state court administrator.

Allows courts in family court actions to order lower interest rates or no interest if parties agree or if court makes findings that doing so is necessary to avoid unfair hardship to the debtor, with exception for child support and spousal maintenance judgments.
