Expands the definition of pharmacy practice to include initiation, management, modification, and discontinuation of therapy with opiate antagonists according to written protocols or collaborative practice agreements.

Authorizes pharmacies to collect legend drugs from individuals and long-term care facility residents for disposal as pharmaceutical waste, with controlled substances subject to federal regulations under Code of Federal Regulations Title 21.

Establishes "ultimate user" definition as a natural person who lawfully possesses a legend drug for personal use, household member use, or animal use.

Requires the Board of Pharmacy to develop an opiate antagonist protocol in consultation with medical and nursing boards and professional associations; allows the commissioner of health to designate practitioners to enter into protocols with community health board pharmacists.

Extends liability protections under section 604A.04 to the commissioner of health and designated practitioners when prescribing opiate antagonists according to the developed protocol; requires disposal of controlled substances to comply with federal regulations and hazardous waste requirements.
