Repeals Minnesota Statutes section 196.051, which authorized the commissioner of veterans affairs to serve as guardian of the estate for veterans and their dependents.

Eliminates the commissioner's authority to act as guardian of the estate (but not guardian of the person) when appointed by district court.

Removes the commissioner's exemption from bonding requirements when serving as guardian.

Eliminates the commissioner's ability to commingle guardianship funds and charge fees of up to five percent of the estate income for guardianship services.
