Amends Minnesota Statutes section 13.045, subdivision 4a, to allow Safe at Home program participants to submit property record notices to county recorders before those records are filed.

County recorders must protect the identity data of program participants in conjunction with identified property, unless the participant consents in writing, a court order requires disclosure, or the Secretary of State authorizes sharing.

County recorders must establish procedures for masking identity or location data and making documents or certificates of title private and not publicly viewable, while complying with chapters 386, 507, 508, and 508A.

Disclosure prohibition applies to records recorded or filed before or concurrently with the real property notice, and to subsequent records affecting the same property.

Disclosure prohibition continues until the participant consents to termination, a court orders termination, the participant no longer holds an interest in the property, or the Secretary of State notifies the recorder that the participant's program certification has terminated (within 90 days).
