Modifies supervision requirements for body art procedures by defining "direct supervision" (licensed technician within 5 feet and in line of sight) and "indirect supervision" (licensed technician physically present in establishment).

Establishes two-tiered licensure requirements effective January 1, 2017: applications before that date require 200 hours supervised experience; applications after require a detailed log of supervised experience with affidavits from supervising technicians.

Creates new subdivision 12 specifying supervised experience requirements: tattoo technicians need 200 hours; body piercing technicians need 250 piercings under direct supervision and 250 under indirect supervision; dual technicians need both.

Reduces health and safety coursework requirement from unspecified hours to a minimum of 5 hours for applications received on or after January 1, 2017, covering bloodborne pathogens, disease transmission, infection control, and aseptic technique.

Clarifies parental consent procedures for minors seeking body piercings and prohibits technicians from performing tattoos, nipple/genital piercings, branding, scarification, suspension, and tongue bifurcation on anyone under 18.
