• Students enrolled in recovery-focused high schools after completing licensed treatment programs for alcohol, substance abuse, mental illness, or emotional disturbance are immediately eligible to participate in league-sponsored activities on the same basis as other district students.

• The league must adopt rules making students with individualized education programs (IEPs) who transfer between public schools as a reasonable accommodation immediately eligible to participate in varsity competition without waiting periods.

• The league must establish guidelines for reviewing 504 plans of students transferring between public schools to determine immediate eligibility for varsity competition.

• The league must adopt rules to reduce barriers for public charter school students to participate in league-sponsored competitions in their resident district when the charter school does not offer the competition or lacks a cooperative agreement.

• Conferences may not prohibit member schools from entering into cooperative agreements with charter schools.
