Authorizes mayors of home rule charter or statutory cities with a population greater than 40,000 (based on state demographer's most recent data) to perform civil marriages throughout Minnesota.

Adds mayors to the list of individuals authorized to solemnize civil marriages, which previously included judges, court administrators, court commissioners, school superintendents at deaf and blind academies, and licensed or ordained ministers.

Requires that individuals performing civil marriages be at least 21 years old.

Amends Minnesota Statutes 2014, section 517.04.

Introduced March 9, 2015 and referred to the Judiciary Committee.
