Commissioner of education must solicit an independent analysis of economic and educational effects of conforming Minnesota's special education laws with minimum federal requirements, with report due to legislature by February 15, 2016.

Department of Education must identify written and online resources for teachers on special education legal compliance, working with school staff and organizations including Education Minnesota and Minnesota Administrators of Special Education.

Department of Education must identify and promote cost-effective paperwork reduction strategies for special education programs that maintain the integrity of requirements and disseminate them to schools and districts statewide.

Commissioner must prepare a report by February 1, 2016, recommending specific text revisions to amend state special education rules and repeal obsolete rules to align with Minnesota statutes.

School districts may satisfy special education paperwork and timeline requirements that exceed federal law by complying with federal requirements only, effective immediately upon enactment.
