Defines "motorcycle profiling" as the illegal use of a person's motorcycle ownership or motorcycle-related clothing as a factor in stops, enforcement actions, arrests, or searches without legal constitutional basis.

Requires the Board of Peace Officer Standards and Training to develop a statewide model training policy by October 1, 2015, in consultation with police associations and sheriffs associations, addressing acts that constitute profiling, avoidance tactics, and methods for identifying profiling by other officers.

Mandates each state and local law enforcement agency establish and enforce a written anti-motorcycle profiling policy by November 1, 2016, requiring peace officers to provide their name and badge number to stopped motorcycle operators.

Requires law enforcement agencies to certify their adopted policies to the board and ensures each peace officer receives a copy of and is trained on the agency's policy.

Authorizes the Board of Peace Officer Standards and Training to inspect agency policies for compliance based on complaints or random selection.
