• Dissolves Special School District No. 1, Minneapolis and requires creation of six new independent school districts from its territory, effective July 1, 2018.

• Minneapolis Board of Education must develop a redistricting plan by July 1, 2016 (preliminary report by January 1, 2016), with the governor submitting a plan if the board fails to act by January 1, 2017.

• Hennepin County auditor issues dissolution order containing bonded debt, energy loan obligations, and capital loan obligations; commissioners distributes current assets and liabilities to new districts within 30 days.

• New school boards elected at 2017 general election assume office January 1, 2018; boards assume half 3-year terms and half 5-year terms; existing board continues operations until dissolution complete.

• Newly created districts receive statutory waivers for state laws (except data practices and open meetings), can bring referendums with four-district resolution, and cannot merge with other districts until 2030-2031 school year.
