• Amends nursing exemptions to allow nurses licensed in other states or territories to practice in Minnesota while enrolled in formal graduate education programs, as students in nursing programs, or when temporarily providing education, lecturing, or teaching via distance education.

• Modifies temporary license suspension procedures for health professionals by requiring licensing boards to specify the statute or rule allegedly violated and clarifying that suspension orders take effect upon personal service or three days after first-class mailing.

• Establishes strict timelines for disciplinary proceedings: contested case hearings must begin within 30 days of suspension, administrative law judges must issue recommendations within 30 days of hearing completion, and boards must issue final orders within 30 days of receiving recommendations.

• Provides that temporary suspensions are automatically lifted after 30 days if the board has not issued a final order, unless the regulated person requests a delay in proceedings.

• Adds criminal convictions under section 609.2231, subdivision 8, paragraph (c) and section 609.52 to the list of offenses that trigger mandatory license suspension or revocation proceedings for health professionals.
