SF 1542 - Resilient Schools Act

• Establishes a statewide energy conservation goal requiring Minnesota public schools to reduce energy consumption by 20 percent in aggregate by January 1, 2025, using energy usage data from January 1, 2016 through December 31, 2016 as the baseline.

• Requires each public school and school district to update building information in the Minnesota B3 benchmarking system by April 1, 2016, and submit energy usage data by April 1, 2017, with annual updates thereafter beginning in 2018.

• Mandates public schools identify major energy-consuming building systems expected to reach end of useful life within five years and enter this information in the benchmarking system by April 1, 2016.

• Requires the Department of Commerce to publish progress reports on its website beginning October 1, 2016, and annually thereafter regarding progress toward the statewide energy conservation goal.

• Appropriates unspecified funds from the general fund to the Commissioner of Commerce for fiscal year 2016 to provide technical assistance and outreach for the energy reduction and reporting program.
