Commissioner of employment and economic development shall develop and implement a competitive grant program providing assistance and training to nonprofit organizations in governance, financial management, and executive management.

Grants may also be used to conduct research and collect data regarding Minnesota's nonprofit sector.

Commissioner must report annually by January 15 to legislative committees on grant solicitation methodologies, recipient selection criteria, outcome measurement methods, and administration expenditures.

Attorney general shall post Internal Revenue Service Form 990 (including schedules and amendments) filed by charitable organizations on the charities database website for the duration required under federal law.

$500,000 is appropriated from the general fund in fiscal year 2016 to the commissioner of employment and economic development for nonprofit capacity building grants.
