Adds student performance on alternative accountability assessments to the list of performance measures for determining school district and school site progress under Minnesota's "world's best workforce" framework.

Requires school performance reports to include alternative accountability measures where applicable, with reports to be posted to the department website no later than September 1 (or October 1 in years with new performance standards).

Creates a new alternative accountability framework (section 120B.37) for eligible programs including area learning centers, alternative learning programs, and certain charter schools serving students behind grade level.

Alternative accountability measure comprises 30 percent student achievement and growth on nationally or state-normed assessments, 40 percent postsecondary and workforce readiness growth (selected from eight options like graduation rates and job placement), and 30 percent student engagement (selected from five options like attendance and character assessments).

Directs the commissioner of education to seek a federal waiver from current accountability requirements to replace standard measures with the new alternative accountability framework for eligible programs.
