Expands affirmative action certificate of compliance requirements to cover businesses with more than 40 full-time employees in any state where they have their primary place of business, not just within Minnesota.

Allows businesses to satisfy contracting requirements by having a certificate of compliance, applying for one, or certifying in writing that they are exempt from the requirement.

Permits state agencies and departments to execute contracts with out-of-state businesses if they certify compliance with federal affirmative action requirements, even without a state certificate of compliance.

Streamlines certificate issuance by allowing the commissioner to issue certificates of compliance to businesses already approved by other governmental entities if their affirmative action plan addresses employment of disabled persons.

Applies the same expanded requirements and flexibility to the Metropolitan Council and agencies listed in section 473.143, aligning their contracting standards with state agency standards for goods and services exceeding $100,000.
