Prohibits the Commissioner of Corrections from contracting with privately owned and operated prisons for inmate care, custody, and rehabilitation, effective the day following final enactment.

Requires all state prison inmates to be housed only in facilities owned and operated by the state, a local unit of government, or a group of local units of government, effective July 1, 2015.

Prohibits sheriffs from housing county jail inmates in privately owned and operated facilities, effective August 1, 2015, and prevents county boards from authorizing such private prison contracts.

Maintains existing protections including prohibition on closing Minnesota Correctional Facility-Stillwater or Minnesota Correctional Facility-St. Cloud without legislative approval.
