Establishes basic needs allowance of $175 for fiscal year 2016 and $355 for fiscal year 2017, calculated by multiplying the allowance by adjusted pupil units for each school district and charter school.

Appropriates $144,647,000 for fiscal year 2016 and $310,776,000 for fiscal year 2017 from the general fund to the Department of Education for basic needs revenue, with funding ending after fiscal year 2017.

Provides temporary relief from state mandates for the 2015-2016 and 2016-2017 school years only, allowing districts to opt out of state laws or rules enacted, adopted, or amended after May 16, 2014.

Requires school boards that choose not to comply with state mandates to submit electronic notice to the commissioner identifying the law or rule and reason for noncompliance.

Exempts state-mandated laws and rules from the relief provision if the legislature has already appropriated sufficient funding for their implementation.
