Applies statewide accountability measures to charter schools where at least 70 percent of enrolled pupils are eligible for the graduation incentives program or where admission is limited to such students.

Establishes performance evaluation framework with 30 percent weight on student achievement and growth on nationally or state-normed assessments for continuously enrolled students.

Requires 40 percent of evaluation based on demonstrated growth in postsecondary and workforce readiness measures including graduation rates, dropout rates, ACT/SAT participation, and dual enrollment credits.

Requires 30 percent of evaluation based on student engagement measures including daily attendance rates, truancy data, character assessments, and community service goals.

Takes effect for the 2016-2017 school year and later.
