Expands affirmative action certificate of compliance requirements to include Minnesota local units of government receiving grants funded with general appropriation bond proceeds for contracts exceeding $100,000.

Allows businesses to satisfy compliance requirements by having a certificate of compliance, applying for one, or certifying in writing that they are exempt under the provision.

Applies equal pay certificate requirements to Minnesota local units of government receiving grants funded with general appropriation bond proceeds for contracts exceeding $500,000.

Requires the commissioner to issue a certificate of compliance or notice of denial within 15 days of application submission.

Certificates remain valid for four years from issuance.
