Requires local school boards to develop and implement policies prohibiting public school employees from using publicly funded resources (time, materials, equipment, facilities, email, technology) to advocate for or against political candidates, ballot questions, or to solicit political funds.

Allows public employees to engage in personal political activities outside their official duties and permits school districts to use public funds to disseminate factual, non-advocacy information about local ballot propositions.

Mandates school districts make these policies readily accessible to the public in paper copy at district offices or on district websites.

Authorizes school districts to convert up to $300 per adjusted pupil unit of referendum authority from voter-approved to board-approved status through a board vote without voter approval.

Establishes a reverse referendum process allowing voters to petition for a referendum to revoke or reduce the board-approved revenue authority if petitioned by more than 15 percent of registered voters, with voting held the first Tuesday after the first Monday in November.
