Requires Legislative Coordinating Commission and legislature to approve, reject, or modify salary recommendations for agency heads listed in Minnesota Statutes section 15A.0815, expanding legislative oversight beyond governor-appointed positions to include other appointing authorities.

Freezes salary rates for governor-appointed agency head positions at or below the previous calendar year rate, effective immediately through June 30, 2015, applying to current incumbents and successors.

Appropriates $10,683,000 to Department of Human Services in fiscal year 2015: $246,000 for Minnesota Food Assistance program and $10,437,000 for Minnesota Security Hospital staffing, renovations, and improvements required by conditional licenses.

Appropriates $568,000 to Department of Natural Resources for enforcement activities in fiscal year 2015 from multiple fund sources ($69,000 general fund, $128,000 natural resources fund, $371,000 game and fish fund).

Appropriates $891,000 to Department of Health for Ebola-related statewide planning and response activities, plus $2,000,000 in grants to specific hospitals and Emergency Medical Services Regulatory Board for Ebola-related expenditures; appropriates $1,350,000 to Zoological Board with requirement to submit financial stability report by December 15, 2015.
