Reduces the marriage license fee from $115 to $40 for couples who complete at least 12 hours of premarital education provided by a licensed minister, authorized solemnizer, or marriage and family therapist.

Requires premarital education providers to submit a signed, dated, and notarized statement confirming completion of education that includes a premarital inventory and communication/conflict management skills instruction.

Addresses name change restrictions for individuals with certain convictions under section 259.13, allowing local registrars to grant licenses without requested name changes or delay issuance pending court approval.
