Defines "patient care zone" as property owned or controlled by hospitals, hospices, or nursing homes, plus surrounding areas extending 300 feet or one city block (whichever is greater).

Increases penalties for drug sales and possession crimes committed in patient care zones by lowering weight thresholds and adding patient care zones to existing zone-based offense provisions.

Requires assault convictions by state prison or public institution inmates to be served consecutively with any unexpired portion of their earlier sentence, with no credit for time previously served.

Increases penalties for crimes including assault, terroristic threats, and weapon possession committed in patient care zones, with felony maximum sentences extended by three years and gross misdemeanors elevated to felonies.

All provisions effective August 1, 2015, applying only to crimes committed on or after that date.
