Lowers the compulsory school attendance age from seven to six years old, effective for the 2015-2016 school year and later.

Modifies immunization requirements so children under six years old must receive four doses of diphtheria, tetanus, and pertussis vaccine and three doses of poliomyelitis and hepatitis B vaccine; children six and older require three doses.

Updates developmental screening program notification requirements to reference children under age six instead of seven for eligibility and parental opt-out provisions.

Amends special education provisions to expand the age range of children ages three through six eligible for discretionary special instruction and services for developmental delays.

Changes the State Interagency Coordinating Council membership requirement to include at least three parents of children with disabilities under age six instead of seven.
