Amends Minnesota Statutes to classify parent contact information (mailing address, residence address, email, and telephone number) provided for birth registration or birth certificate applications as private data, with disclosure permitted to local, state, tribal, or federal government agencies as necessary for performance of duties.

Adds parent contact information classification to vital statistics provisions in section 13.3806, clarifying data privacy protections for birth records.

Authorizes the commissioner of health to compile and publish one or more public use files of summary data or tables from all-payer claims data, available to the public for no or minimal cost by January 1, 2016.

Requires public use files to not identify individual patients, payers, or providers; be updated at least annually with current data; and include clear explanations of data characteristics, limitations, and disclaimers.

Restricts all-payer claims data use to specific purposes including evaluating health care home programs, studying hospital readmission trends, analyzing health care cost variations by geographic area or population, and evaluating state innovation model testing grants, with authority to analyze cost variations expiring July 1, 2016.
