Adds appeal process for individuals whose driveway permits are denied or revoked by the commissioner of transportation under Minnesota Statutes section 160.18, subdivision 3

Requires the commissioner to attempt to resolve disputes through conference, conciliation, or mediation (if parties consent) before issuing a contested case hearing order

Establishes that the commissioner of transportation bears the burden of proof in permit denial or revocation appeals

Requires the commissioner to prove by clear and convincing evidence that denial or revocation is necessary to prevent interference with highway construction, maintenance, and safe use
