• Requires teacher preparation programs to include a school year-long student teaching program combining clinical opportunities, academic coursework, mentorship, and coaching as part of the redesigned curriculum under Minnesota Statutes section 122A.09, subdivision 4.

• Directs the Commissioner of Revenue, in consultation with higher education and teaching authorities, to report to the legislature by February 1, 2016, on implementing an individual income tax credit for student teachers participating in full-year student teaching programs, including draft legislation effective for tax year 2016.

• Appropriates $400,000 from the general fund in fiscal year 2016 to the Minnesota State Colleges and Universities Board of Trustees to award up to two grants to system institutions for implementing school year-long student teaching programs.

• Requires the Board of Trustees to report to K-12 and higher education legislative committees by March 1, 2016, on grant recipients' experiences with the school year-long student teaching program.
