Red Lake Band of Chippewa Indians tribal police officers may exercise arrest authority over non-Indians for criminal offenses committed within the tribe's exterior reservation boundaries.

Tribes must meet three requirements to exercise this authority: tribal governing body authorization, compliance with state data practices laws (section 13.82), maintenance of federal self-governance contracting and federal tort act coverage, and direct contracts with the Board of Peace Officer Standards and Training for officer certifications.

No concurrent jurisdiction requirement with state or local law enforcement is necessary once tribal law enforcement agency requirements are met.

Governmental units and the tribe shall enter into cooperative agreements under section 471.59 to coordinate law enforcement services and provide mutual aid.

The statute does not waive tribal sovereign immunity, restrict the tribe's federal law authority, or affect other jurisdictional relationships or reservation boundary disputes.
