Establishes a $7,000 claim limit for settlement by commissioners of human services, veterans affairs, or corrections for property damage or destruction claims made by patients or inmates of state institutions.

Creates new section 3.7381 allowing commissioners to determine, adjust, and settle claims of $7,000 or less arising from negligent loss, damage, or destruction of property at state institutions and correctional facilities, with claims exceeding $7,000 referred to legislative committees.

Increases the filing fee for legislative claims from $5 to $8, with successful claimants receiving reimbursement of the fee paid.

Modifies section 3.736, subdivision 3 to clarify that loss, damage, or destruction of property of patients or inmates is excluded from state liability except as provided under the new section 3.7381.

Amends section 3.739, subdivision 2 to increase the claim threshold for Department of Corrections evaluation and payment from $500 to $7,000 for medical claims made by conditionally released offenders.
