Expands Minnesota's criminal justice data communications network to include harassment restraining orders, domestic child abuse protective orders, and no contact orders issued against adults and juveniles, effective January 1, 2018.

Requires no contact orders to be accompanied by a photograph of the offender for enforcement purposes if available and verified by the court as an accurate image of the defendant.

Classifies data from orders for protection, harassment restraining orders, domestic child abuse protective orders, and no contact orders as private data on individuals, with sharing permitted only with victims for enforcement purposes.

Appropriates $150,000 in fiscal year 2016 from the general fund to the Department of Public Safety to implement the expansion.

Appropriates $1,000,000 in fiscal year 2016 from the general fund to the Supreme Court to implement the expansion by January 1, 2018.
